I-130 approved after mandamus action was filed

Client filed her first I-130 several years ago. The petition was denied after client did not appear for an interview, which is unusual for an I-130 petition(beneficiary is outside of the United States). Client then filed her second I-130, that case was pending for more than 8 months before client decided to file mandamus action. less than 45 days of the mandamus action was filed, USCIS approved the I-130 without REF or interview.
